Bill summary
Removes the prohibition on firearm silencers.
Now vs if chaptered
NOW: referred to Environmental Conservation; silencer remains a CPW 2nd object and a hunting ban. IF chaptered: silencer drops out of §265.02(2) and ECL §11-0931, and flash-suppressor/threaded-barrel features drop from the AW test.
Defender utility
NY PDs on silencer / SAFE Act feature-test calendars: live law still treats a firearm silencer as a §265.02(2) item and still counts threaded barrels/flash suppressors in the assault-weapon definition. This is a parked repeal/carve-out, not a present defense. Narrower bolt-action hunting print is A 09386. Not a California charge.
Who this is for. NY PDs on silencer / §265.02 and SAFE Act feature-test calendars — pending repeal, not present law; not a California charge.
