Now vs if chaptered

NOW: not law; first reading Civil Rights & Judiciary. IF CHAPTERED: printer-sale duty effective July 1, 2027, not a present possessory count.

Defender utility

Washington makers/printer retailers and PDs: distinguish this still-pending printer-sale mandate from already-illegal unlicensed manufacture and from chaptered HB 2320. If it moves, the charging target is the seller/manufacturer of the printer, not the client who possessed a printed frame. CA PDs as portable AB 2047 analogue — not a California charge.

Who this is for. WA makers/printer retailers and PDs distinguishing a still-pending printer-sale mandate from already-illegal unlicensed manufacture / HB 2320 — not present law; not a California charge.

Natural person violating the sale ban: misdemeanor, then class C felony on a subsequent offense. Entity: class C felony, up to five years and $15,000. False attestation: perjury in the second degree (RCW 9A.72.030).
