Bill summary
Relates to the manufacturing of firearms; requires any firearm manufactured by a three-dimensional printer to contain a unique identifying number and to be registered with the state police.
Now vs if chaptered
Now: no Gen Bus L unique-ID/register duty for 3-D-printed guns. If chaptered: unlicensed 3-D manufacture of a firearm or part is separately barred and licensed gunsmiths must unique-ID + SP-register. Confirm chaptering before advising.
Defender utility
New York defenders: unlicensed homemade/PMF manufacture is already a Penal Law problem; this bill is not current law and is not a substitute for existing unserialized-frame counts. If it chapters, demand proof of a 3-D-printed firearm/part, no gunsmith license, and that the object is a firearm/rifle/shotgun or piece thereof. PMF/ghost-gun vehicle the bank already serves (CA AB 1263 analogue). Not a current charge.
Who this is for. NY PDs on 3-D-print / unlicensed-manufacture calendars; makers as a unique-ID duty — pending, not present law; not a California charge.
