Now vs if chaptered
Now: 18-year-olds may still obtain an FPIC under current 2C:58-3. If chaptered: 18–20 FPIC and long-gun purchase become new charging/denial predicates — confirm effective date before advising.
Defender utility
New Jersey defenders: do not treat an 18–20 FPIC denial or long-gun possession count as a new 21-floor until this bill or S 1654 chapters. If it chapters, it is an age-based rights floor the bank already serves (CA 18–20 / under-21 purchase challenges). Demand the live 2C:58-3 age on the charge date. Not a current charge.
Who this is for. NJ PDs and multi-state firms watching 18–20 purchaser-ID / age-floor challenges — pending bill, not present law; not a California charge.
